The Council on American-Islamic Relations (CAIR), the largest organization advocating for Muslim civil rights in the U.S., has issued a new travel advisory. The organization has advised lawful permanent residents, students, workers, and other visa holders to avoid traveling outside the U.S. for the next 30 days. This warning is particularly significant for individuals from countries that may be included in President Donald Trump’s expected new travel ban.
Potentially Affected Countries
The anticipated travel ban may impact citizens of Pakistan, Afghanistan, Iraq, Iran, Libya, Palestine/Gaza, Somalia, Sudan, Syria, and Yemen. The U.S. administration has directed federal agencies to submit a report to the White House by March 21, 2025, identifying countries with “insufficient” visa screening procedures. Under Executive Order 14161, this report could lead to new travel restrictions, barring entry into the U.S. for citizens of several Muslim-majority countries.

According to media reports, Pakistani citizens may also face possible restrictions, prompting CAIR to extend its warning to Pakistani students, workers, tourists, and medical visa holders. The organization noted that while lawful permanent residents generally have the right to re-enter the U.S., Trump’s first Muslim ban in 2017 targeted even legal permanent residents, before being blocked by the courts.
What Precautionary Steps Can Be Taken?
In light of the potential travel restrictions, CAIR has advised individuals in the U.S. to take the following protective measures:
- Seek Legal Advice – If you are a citizen of a country that may be affected, consult an immigration expert immediately to review your legal status.
- Avoid International Travel – If you are a citizen of a potentially banned country, refrain from leaving the U.S. for the next 30 days, as re-entry may be denied if restrictions are enforced.
- Secure Important Documents – Keep physical and digital copies of all essential immigration and travel documents in a safe place to prove your legal status if necessary.
- Know Your Rights – Stay informed about your legal rights in case of an encounter with immigration authorities. CAIR has released a ‘Know Your Rights’ guide, offering essential guidance on dealing with immigration officers.
CAIR’s Stance on the Possible Travel Ban
CAIR has labeled the anticipated restrictions as “Muslim Ban 2.0”, calling them discriminatory and unnecessary. The organization stated:
“We urge the Trump administration to reconsider its decision to impose a blanket travel ban on Muslim-majority countries under the pretext of national security. The U.S. already subjects immigrants from sensitive regions to extensive screening, so imposing a complete ban on an entire nation’s citizens is unjustified.”
CAIR has also urged Muslim and minority communities in the U.S. to raise their voices against the expected ban and oppose any attempts to use immigration laws as a tool for political repression.
