Houston Launches Largest Development Project in Over 50 Years
Transforming Downtown: Houston’s Bold New Vision
Houston is embarking on its most ambitious redevelopment in over five decades. Mayor John Whitmire, in collaboration with Houston First Corporation, has unveiled a master plan to revamp the city’s East End and downtown. This initiative will create a modern, pedestrian-friendly convention and entertainment district designed to attract global events and boost economic growth.

Phase One: Expanding the George R. Brown Convention Center
The project’s first phase will introduce a 700,000-square-foot expansion to the George R. Brown (GRB) Convention Center. A key highlight is a 100,000-square-foot pedestrian plaza, which will seamlessly connect the GRB to the Toyota Center, creating a central hub for visitors and event attendees.
Houston First Corporation describes this expansion as a game-changer that will redefine downtown’s eastern edge, integrating major facilities with vibrant public spaces.
A Game-Changer for Houston’s Future
“This project will leave a lasting legacy, making Houston a top-tier convention and entertainment destination,” said Mayor John Whitmire. “More importantly, it will foster a sense of community and shape the city’s future.”
Michael Heckman, president of Houston First Corporation, highlighted the scale of the expansion, noting that it will house the largest ballroom in Texas. With Houston competing against cities like Dallas and Austin for major events, this transformation will position it as a leader in the convention industry.

Project Funding & Timeline
The initiative will be funded through the state’s Hotel Occupancy Tax (HOT) revenue growth from the downtown district. Construction of GRB Houston South is expected to begin this year, with completion targeted for May 2028. The full transformation is set to conclude by 2038.

Key Features of GRB Houston South
- Exhibition Halls: Two halls totaling 150,000 square feet.
- Multipurpose Hall: A 50,000-square-foot venue with doors opening to the Central Plaza for indoor/outdoor events.
- Atrium Flex Hall: A 25,000-square-foot adaptable space.
- Expansive Exhibit Space: 225,000 square feet of interconnected exhibit areas.
- Texas’ Largest Ballroom: Spanning 60,000 to 80,000 square feet, with stunning downtown views.
- Retail & Dining: Ground-level restaurants and shopping spaces.
- Natural Light & Greenery: A central atrium designed to bring in natural light, incorporating Houston’s bayous and prairie landscapes.

A New Era for Downtown Houston
As part of this project, Avenida Plaza will be extended, linking Discovery Green to the new Central Plaza. This pedestrian-focused development will enhance large-scale events and create an active community space.
The transformation will replace former ground-level parking lots, acquired by Houston First Corporation last year, with a state-of-the-art sustainable design. The project will incorporate low-carbon materials, energy-efficient systems, and lush vegetation to create an eco-friendly urban space.
