Amtrak is moving forward with its long-anticipated high-speed rail project between Houston and Dallas, seeking a delivery partner to help manage the initiative.
On Tuesday, the national railroad company issued a notice of interest to engage potential industry partners for the proposed bullet train, which aims to connect Texas’ two largest cities in just 90 minutes. According to the announcement, Amtrak is inviting firms interested in taking on the role of Delivery Partner, responsible for overseeing the project’s completion.
Selection Process and Project Scope
Amtrak plans to use a two-step selection process to find the most qualified applicant. Details about the Request for Qualifications (RFQ) will be released this spring.
“The first step will be a Request for Qualifications (RFQ), where prospective proposers will be invited to submit their Statement of Qualifications (SOQs) to perform the Services,” Amtrak stated in its notice.
The high-speed rail system will operate at speeds of up to 205 mph, significantly reducing travel time between Houston, Dallas, and a planned stop in the Brazos Valley. Currently, the journey by car or truck takes over three hours, while nonstop flights take about 75 minutes.
Role of the Delivery Partner
Unlike a traditional contractor, Amtrak’s Delivery Partner will not be directly involved in the design or construction but will instead oversee and coordinate the project’s execution. Responsibilities will include:
- Project and construction management
- Quality control
- Stakeholder coordination
- Procurement and commercial strategy
- Field representation and oversight
Revival of a Long-Stalled Project
The high-speed rail project, originally initiated by Texas Central, a private company based in Dallas, has faced delays, particularly during the COVID-19 pandemic. However, in September 2024, Amtrak secured a $63.9 million federal grant to advance planning, bringing the project back into the spotlight.
While Amtrak has yet to announce a construction timeline, the latest announcement signals renewed momentum for the long-awaited high-speed rail link.

The Pakistani and Indian communities in Texas have expressed enthusiasm about the project, highlighting the convenience and efficiency it will bring. Many believe that reduced travel time between Houston and Dallas will make commuting, family visits, and business trips more accessible and hassle-free.
